In the past, it could be used for whatever they needed funds for. No particular thing. One thing to remember is that TPWD is not asking proposing changes to where any of the funds go from the stamps, just on doing the survey every third year instead of every year. But there is nothing that says you can not make a comment on how you would like to see the funds spent.
