Ok. Along those same lines of permits going unused....

Don't stop drawing after a the permits are filled. Keep drawing from the hundreds sent in. Therefore giving a quasi waiting list. Then have a deadline for the permit fees. If you fail to get your fees in on time, your permit goes to the next person drawn on the list. The list would become a "right of first refusal" kind of thing. TPWD just keeps going down the list until they fill the permits and fees are paid.

I don't know anything about Public Ground Hunting! My first question is why do people not use the permits if they put in for them? Is the hunting too difficult and why, no animals, no easy access, too many restrictions. I would suggest a list of reasons why from somebody that has hunted on public ground.

[color=green:9a3baa49cb]The drawing hunts are challenging and test hunter skills. For the most part, there are no permanent blinds and no feeders to hunt over. Baiting is usually allowed on the drawing hunts but only hand scattered aflatoxin free corn can be used. State Park hunts usually have assigned blinds and the hunter has to say in the blind. Wildlife Management Area hunts usually have assigned compartments anywhere from 200 acres to thousands of acres in size. A party of hunters is assigned a compartment and can hunt it in pretty much any legal manner they choose. Portable stands are recommended.
