I talked to the refuge yesterday about getting my check back and no permit. I was told that they ran out of permits for the January bowhunt very quickly. I did not get a clear explanation on why I was told there wouldn't be a problem getting a permit if I mailed my application right away. I think they issued most, if not all, the permits over the counter to bowhunters that walked in the door.
Sorry for all the build up to this hunt. I don't think many people that mailed in their application actually got a permit.
